“If you want to go fast, go alone. If you want to go far, go together.”

– African Proverb

At Cope Family Center, we often refer to ourselves as the “Cope family” – our staff, donors, and volunteers. It reflects the unique way that we approach challenges to support the community and helps to hold our mission at the core of everything we do. Though much has changed in our past fifty years, our mission is still inspired by the desire to help Napa County become a healthier, safe place for every child – and it’s still work that is only possible with your support.

With the challenges of the past few years, I’ve come to appreciate the Cope family more than ever. I am inspired by the way our team and supporters have come together to navigate a global pandemic, natural disasters, rising cost of living, and social injustices impacting Napa’s families.

Raising children is the most important and rewarding role a parent can have, but it can also be the most difficult, especially when combined with other challenging circumstances like these. Without support, a parent’s struggles can impact their children, with immediate and long-lasting effects on their health and well-being. With your help, Cope has served over 80,000 families since 1972, supporting them through tough times so their children can thrive.

As we move forward, Cope will continue to adapt and grow to meet the everchanging needs of children and families in our community, as we have always done. Our ability to be dynamic in this way is critical to the work of lifting up and strengthening families, especially during times of community crisis. We are only able to do that because of our dedicated supporters. It is your energy, goodwill, and belief in the importance of happy childhoods that keeps this vital work going.

Because of your dedication, families are empowered and able to get the support they need to give their children bright futures. Thank you for being part of their journey and part of Cope’s legacy.

Michele Grupe Executive Director 19 years at Cope

Raising a family in our community is not easy.

When families struggle, children suffer.

35% of households in Napa County have been negatively impacted financially by the pandemic. This puts more families and their children into precarious situations, one crisis away from disaster.

• Nearly 40% of families do not have enough income to meet their basic needs which means parents have to make hard decisions, choosing between shelter, food, medications, gas and other necessities.

• There are no child care spaces for over 75% of children in Napa County, placing many families in difficult situations trying to balance working and providing safe care for their children.

Over 25% of students in 7th grade are experiencing depression-related feelings. Childhood adversity can have an immediate and long term mental health impact, including increased risk for self harm and suicide

26% of children are without secure parental employment. Seasonal and temporary work often puts families and their children at risk, and needing support to make ends meet until work resumes..

VISION

A community where all children are healthy, safe and have the opportunity to reach their greatest potential.

MISSION

To empower parents, nurture children and strengthen communities. We provide parents with the education, resources and support they need to raise children who thrive.

Every parent experiences stress from time to time. The demands of parenting and the challenges that life brings can be overwhelming. Despite parents’ best intentions, their struggles can impact their children. Cope is here to help parents manage stressful situations and challenging life events so they can give their children a secure, loving and healthy home.

Cope has never wavered in our commitment to strengthen families and protect children. We are proud to celebrate this major anniversary and grateful to all our supporters who make this work possible.

In honor of this milestone, we are sharing some highlights from our history that demonstrate how Cope has continuously adapted and evolved to meet the changing needs of families in Napa Valley.

“Honoring the memory of one child by saving countless others.” - Linda (Thomas) Scott, Founder

1972

FOUNDED IN RESPONSE TO A CHILD ABUSE-RELATED DEATH

Fifty years ago, concerned Napa Valley citizen Linda Thomas founded a 24/7 parent hotline in response to a child-abuse related death in the area. This grassroots, volunteer-run organization was created with the goal of preventing child abuse before it happened by providing support and resources to parents in crisis. The organization started with humble beginnings, running out of Thomas’ kitchen and supported entirely by a few passionate volunteers.

Cope continued to grow over the next several years, and by 1976, the organization had changed its name to Child or Parent Emergency, or C.O.P.E. Services also expanded throughout the 1970s to include emergency foster care, a Mother’s Helper Program, and community education.

1980s

EXPANDED SERVICES TO MEET GROWING NEEDS

By the 1980s, Cope’s services had expanded to include parent support groups and emergency assistance. In 1985, Cope noticed an increasing number of children left alone to care for themselves after school who felt scared, lonely, or bored. In response, Cope launched PhoneFriend, a warm and welcoming hotline for these “latchkey” children to call. In 1987, Aldea Children and Family Services and Cope joined forces to form a Napa chapter of Parents Anonymous, meant to support parents who worried their parenting strategies were insufficient or failing their children.

“I felt that Cope’s work with the family as a whole unit was really important and would help build a good strong community by helping reduce the stress of parenting.”

- Jackie O’Neil, Former Board Member

OFFERED FIRST PARENTING CLASSES AND EXTENDED SERVICES TO SPANISH-SPEAKING FAMILIES

In the early 1990s, Cope began to offer its first parenting classes to the Napa Valley community. These classes offered a safe and non-judgmental place where parents of babies and toddlers could seek community support, learn about positive parenting, and develop the necessary skills to create strong and loving relationships with their children.

1990s

BECAME LEAD AGENCY FOR CHILD ABUSE PREVENTION COUNCIL

In the 1990s, Cope became the lead agency for the Child Abuse Prevention Council of Napa County (CAPC), which facilitated a cooperative, team approach to child abuse prevention in our community. Cope continues to lead CAPC today, focused on collaborating on and advocating for public policy that impacts children’s safety and development. CAPC also oversees awareness campaigns to engage the community in prevention efforts.

By 1992, Cope had expanded its available services to Spanish-speaking families, making community support and parent education accessible to a greater part of the Napa Valley community. In 1994, Cope’s support groups and parenting classes expanded to include parents of preschool-aged through 12 years old. Cope’s parenting classes continue to this day and are now offered to caregivers of children ages 2-16 years.

“Cope provides the critical support parents need to protect their children from the stress and trauma that can have immediate and lifelong impacts on their health and wellbeing.”

- Joelle Gallagher, Former Executive Director

2000s

IMPLEMENTED EVIDENCE-BASED PROGRAMS

In the 2000s, Cope began to implement evidence-based programs in response to emerging research. Kaiser Permanente’s Adverse Childhood Experiences (ACEs) study had found that children who experience early childhood trauma, such as abuse or neglect, were more likely to have lifelong health issues. Cope’s evidence-based programs are proven to help prevent and mitigate the impacts of early trauma so children can thrive.

2010s

SUPPORT THROUGH DISASTERS

In 2015, Cope moved to 707 Randolph Street in downtown Napa, a larger location that would accommodate the organization’s growth and better meet the community’s needs. Cope still resides at this location today. This larger location has facilitated increased collaboration with other community agencies and has allowed Cope to increase the services it provides to Napa Valley children and families.

In 2017, as a member of Napa Valley’s Community Organizations Active in Disaster (COAD), Cope played a critical role in supporting families impacted by the year’s devastating wildfires. At Cope’s Family Resource Center, staff provided crisis intervention and disaster emergency assistance to the community. Cope staff also launched and managed the children’s play area at the evacuation center.

“We are so fortunate to be part of the Napa Valley community with so many supporters who share our dedication to strengthening families and protecting children.”

- Michele Grupe, Executive Director

Though much has changed since our founding in 1972, our work remains critically important to our community. Our programs support families through everyday challenges and in times of crisis so that their children can grow up safe, healthy and loved. Because of your support, Cope is uniquely able to prevent childhood adversity, strengthen families and vitalize our community.

Cope’s Family Resource Center offers drop-in support to help parents best meet the needs of their children during tough times.

Services include:

• Crisis support

• Emergency assistance such as diapers, formula, and gift cards

• Connections to other community resources, creating a network of support

Making sure families meet their basic needs is foundational to ensuring children grow up healthy and happy.

Home Visiting works with families of young children, providing guidance in the critical early years of their child’s development.

• Parents join the program during pregnancy and stay until their child enters school

• Families receive one-on-one, in-home parenting support and child development education

• Home visitors help connect to resources during times of family crisis

The program empowers parents to help their children develop, learn and grow to realize their full potential.

Parenting Classes teach positive parenting skills and strategies to help parents strengthen their relationship with their children.

• One-on-one and group classes for parents to better manage the everyday challenges of parenting

• Discussion groups to provide guidance and support with specific behavioral concerns

• Family Transitions class for parents going through divorce or separation

Providing parenting tools helps parents build stronger relationships with their children and support them through challenging times.

The Community Building and Civic Engagement program works to bring positive change to issues affecting the well-being of children and families. This includes:

• Encouraging families to get involved in their community

• Advocating for legislation and policies

• Increasing understanding about the impact of abuse and childhood adversity and building awareness of how we all can play a role in keeping children safe

Cope is dedicated to building a strong and supportive community for children and families.

Cope’s services are free and available to all Napa County families. Here are some demographics of the families that came to Cope for support last year.

Left to right: Bernadette (Eric’s wife), Chile and Angel (Pet Friends), Eric and his step-grandson.

My name is Eric, and I’m dad to my amazing 11-year-old daughter Emily. I’ve loved Emily since the moment she was born, but I haven’t always been there for her the way I should have. In fact, for much of her life, getting high was my priority.

Ten years ago, Emily was almost two years old, and her mom Kira and I were divorced. I wanted to be in Emily’s life, but because of my addiction, I struggled to be present and committed, and there were long periods when I wasn’t in contact at all.

In moments of sobriety, I was determined to do things differently, and I thought I could get clean and be a good dad. For a while, I was able to spend time with Emily under supervised visitation at Cope. This was my introduction to Cope and where the seed was planted.

Eric and his wife, Bernadette

But the pull of drugs remained strong, and while I kept trying to get clean, I would always relapse. Eventually I lost all custody, and it seemed impossible to overcome my addiction and have the relationship I wanted with my daughter.

Then, on October 3, 2018, I was arrested. It was the best thing that ever happened to me. I was sitting in jail, and for the first time in a long time, I started to think that maybe I could make the changes needed to have a relationship with my daughter.

I was five months clean when I reached out to Kira. I told her that this time I was serious, and that I wanted to start visiting with our daughter. But after so many relapses and false starts, Kira wasn’t convinced, and she served me with papers for the termination of parental rights. For almost a year, Kira and I each built our case, equally determined to fight for our daughter.

On February 20, 2020, my lawyer called and said that the judge had made a decision. The judge had found me guilty of child abandonment, but she also saw something different in me and exercised her power to uphold my parental rights. She gave me one last chance to prove myself.

The court outlined the steps I would need to take before I would be allowed to talk with Emily, who was 9 at the time, including taking parenting classes. I enrolled in Cope’s classes for parents of Teens and Tweens, which was taught by Debra, my former Supervised Visitor. She told me that she was so happy to see me back at Cope and ready to build a relationship with my daughter. I was so grateful to be welcomed back without judgement.

When the 10-week course ended, I enrolled in the Family Transitions course for parents navigating co-parenting, which was led by Carina. I learned to communicate differently and to see the other parent’s point of view. Rather than responding in anger and trying to control things, I use the tools I’ve learned.

In November, I had a 44 second call with Emily. It was the first time I had talked to her in over 8 years, and it wasn’t easy. She told me she didn’t want to have anything to do with me. But over time, our weekly calls have gotten a little bit longer. We now Facetime once a week, and recently, we talked for 42 minutes.

The tools I learned at Cope work. They have helped me build a relationship with Emily, and Kira and I are now finding our way as co-parents.

When I picture my future, I see myself getting my electrical contractor’s license and opening a business with my best friend. I also want to find a way to help other addicts in recovery, and I look forward to continuing to strengthen my relationship with Emily.

I’m so grateful to Cope for being there whenever I needed them and for believing in me, even when I didn’t believe in myself. Having someone rooting for me helped me imagine the possibility of a better future. I’ve come so far, and Cope has been such an important part of my journey.

Thank you Cope and thank you to everyone who makes their life-changing work possible.

These are the preliminary financial statements. Please contact us in February 2023 to request the Board-approved financial documents.
